Key Accountabilities

Section ManagementMaintain the overall function of the Section and quality of its output toward the Company’s goals by setting and monitoring the goal of the section in line with CIC overall goals.
Commissioning Standards and ProceduresDevelop and improvise on various commissioning standard deliverables to ensure that the updates are in accordance with the findings and continuous improvements opportunities identified during project execution.
Resource PlanManage Commissioning resource based on corporate and project needs. To recognize project needs and accordingly assign SME’s to support projects.
BenchmarkingPerform benchmarking of past and ongoing project data to help analyze and identify areas of opportunity, performance gaps, set or adjust goals, manage workflow inefficiencies.
Bidding and Proposal SupportReview Client Requirements to identify gaps with regards to commissioning standards and practices. Support with bid documents preparation and align in bridging the gap between Modec completions process and contract requirement. Prepare budgets (CAPEX estimation) relevant to all commissioning activities and services for bid proposal.
Commissioning Cost MonitoringEnsure that projects are complying and managing the execution cost during EPCI phase as per the approved budget for Commissioning related services i.e. FSR, Third party Commissioning services, manpower cost.
Assessments and Training CampaignsPlan Assessments respective project commissioning as per CIC assessment plan. Assign and Manage SME (discipline specific) to conduct Assessments of project commissioning phases. Assess and verify competency of CIC commissioning personnel. Ensure adherence to campaign and trainings organized following the surveillance plan. Ensure project team members are adequately trained in CIC commissioning standards and procedures. Assure quality of the work of the Section by developing, maintaining, and complying with standards and guidelines. Develop the technical proficiency and competency with the training required and recruiting necessary resources. Establish and monitor CIC commissioning objectives and key performance indicators (KPIs) and during respective project commissioning execution phases.
Continuous improvementCoordinate with all the stake holders in conducting the Root Cause Analysis, Interpreting, and evaluating various patterns and data. Ensure projects are providing Lessons learnt / Improvement Opportunities based on the project experience Review and identify the Lesson Learnt from Projects and qualify & recommend them to be incorporated within company Lessons Learnt database. Ensure projects are incorporating Best practices / improvement opportunities as received and shared from past project experience.
Coordination & Relationship ResponsibilitiesInteract with all departments / functions within Modec to facilitate any coordination efforts that is required for the seamless functioning and continuous improvement of CIC commissioning section. Managing demanding expectations of clients which may range from addressing gaps to unexpected work scope variations while ensuring conformance to the corporate, regulatory and contract requirements. Interact with Suppliers / subcontractors / yards / client as required for project execution support. Participate in Client Meetings to address the customer findings and feedback. Develop relationships with client technical or service personnel. Maintain good relationship with team members and motivate as required. Willingness to work and train others in a team environment, assisting other multi-cultural and interdepartmental team members.

Qualifications

Bachelor’s Degree or Technical college certificate.
Track record of commissioning of at least 3 MODEC or related FPSO projects with marine and topside modules.
Minimum of 15 years work experience in EPC of onshore/offshore oil and gas or FPSO projects.
Experience of department general management
Experience in working and managing teams comprising members of diverse culture, race and nationalities


Competencies

Technical:

Understanding of EPCI execution process, project target, and translate it into plans and actions.
Comprehensive knowledge in commissioning management, project management, commissioning methodology principles, quality assurance and HSSE requirements.
Knowledge of contractual documentation (contracts, waivers, addendums, annexes, scope changes, contractual schedule etc.) and ensures planning and execution complies with contractual requirements.
Conduct analytical review of complex progress reports to systematically identify issues
Strong knowledge of commissioning processes and standards and possess in depth concepts of completion process.
Experience of both marine & topsides systems and EPCIC to handover to operations.
Project experience and skills within the field of testing, pre-commissioning, commissioning execution.
Work experience within strict regulatory environments and aligning commissioning independencies with engineering compliance and contractual requirements.
PC skills with proficiency in MS Office, project management (MS project/P6), software & database systems related to system completion.
